Powers: Mind control- Doctor Sinn has the power to take control of a man's mind completely, this power can only be resisted by powerful telepaths. However this power requires great concentration and physical contact with the persons head, so it can only be used against people who willingly let him take control or people who physically cannot move.
Illusion manipulation- Doctor Sinn can create illusions to fool his opponents, there is no way of telling the difference between his illusions and reality whatsoever except by touch.
Skills: He is able to lie very easily, he is able to fool anyone of average intelligence and only people with great detective skills can tell his lies. He can very easily manipulate and trick people.
Weaknesses: He is an old man, he cannot fight himself and relies on people he has taken control of. He has very bad health problems, which is why he always has his illusions and minions do his work for him.

History: In his youth, Doctor Sinn was a famous German scientist, one day his research on the human brain gave fruit and he developed a device that allowed him to control the minds of other men. He refused to share his research with others however and instead used it to start a life of crime.
With no goodie-two-shoes in tights to stop him Doctor Sinn was invincible, he walked the streets of Germany doing whatever he wanted, and at the same time he was safe in his house. But one day he became old and decided to retire. One day he read about a group known as the Teen Titans in America, after getting some info on them he decided to go out of retirement to face them.
